The Shire of Ngaanyatjarraku is one of the most remote local governments in Australia, located on the border of Western Australia, Northern Territory, and South Australia. Home to a largely Indigenous population, the Shire engaged Market Creations Agency to deliver a milestone campaign supporting the rollout of a new waste management system.

This initiative replaced the old oil drums, which were previously used for burning rubbish, with modern wheelie bins, bringing the Shire in line with waste practices across WA. For a region facing significant funding and logistical challenges, this was a transformative step forward.

Campaign Plan and Strategy

The campaign was designed to ensure residents were informed and supported throughout the transition. Market Creations Agency developed a communications plan tailored to the unique context of the Shire, recognising lower literacy rates among some residents and the importance of culturally relevant materials.

The strategy prioritised clear, simple language supported by infographics and picture guides, alongside strong visual representation of local people and landscapes to ensure relatability. A multi-channel approach was implemented, combining printed brochures, flyers and posters displayed throughout Warburton and surrounding communities, signage applied to new collection trucks and trailers, and updates shared via social media and the Shire’s website. Educational hand-out resources were also provided for rollout day and shared with local agencies to help reinforce key messages and support community-wide communication, acknowledging that many residents are not actively online.

On the Ground in Ngaanyatjarraku

To truly understand the regional context, two MCA consultants and two representatives from our videography partners at Soco Studios travelled to Warburton for four days and three nights. This visit allowed us to oversee photography and videography during rollout day, where more than 100 households had their bins swapped out.

Shire staff worked alongside our team to educate residents using handouts and visual guides, while we captured authentic content showcasing the process and the community’s involvement. We also visited several other remote communities to document the delivery of new collection trucks, providing invaluable insights into the challenges and triumphs of implementing change in such a remote region.

Campaign Execution and Delivery

Following the visit, Market Creations Agency used the captured photo and video assets to deliver a three-month social media campaign. This campaign not only promoted the waste management initiative but also celebrated the Shire’s unique identity—spotlighting staff, local artists, the art centre, and iconic landmarks. These materials were integrated into the Shire’s corporate website, elevating its digital presence and creating a lasting resource for community engagement.

The campaign was less about traditional metrics and more about ensuring residents understood the changes before, during, and after rollout. Our approach prioritised education, cultural sensitivity, and collaboration with the Shire team to achieve meaningful outcomes.

The Outcome

The waste management campaign marked a significant milestone for the Shire of Ngaanyatjarraku. By replacing outdated practices with modern systems, the Shire improved health, safety, and environmental outcomes for its residents.
